Travelling Rules for Exchange Students

The following Rotary principles are to be obeyed for exchange students staying in Finland or Estonia.

Travelling abroad

The exchange student staying in Finland is not allowed to travel alone – in any circumstances - to any other country (Estonia included) outside Finland. The exchange student staying in Estonia is not allowed to travel alone – in any circumstances - to any other country (Finland included) outside Estonia. 

Travelling abroad alone is always prohibited, even if there would be friends, other exchange students or family members expecting the student.

Travelling abroad is allowed only with rotaries, with the adults of the student’s host family or with his/her own parents. School organized trips that are included in school’s yearplan are also allowed. Even in these cases the following standards must be met:

• Written permission from the host clubs president and youth exchange counsellor

• Written permission from the host family

• Written permission from the student’s own parents specific for each different trip

• Permission from school, if the trip is going to take place during school

• Permission from the district chairman

If the exchange student wants to travel around after his exchange year is over, he/she may do only with the mentioned permissions and when the student’s clearly notifies that his exchange year is over, and he has got a written permission from his/her parents clearly releasing the Rotary club from the responsibility concerning the student and his/her safety. Expanding the exchange year after such trip is not possible.

Travelling alone during the weekends is allowed only when the nights are spent in rotary families or host families of other exchange students, which must be informed well beforehand (app. one week). The student must get a permission from his host family and notify them where he is going to stay overnight. The youth exchange counsellor will check the mentioned place beforehand.

The unofficial exchange student get-togethers in other cities without rotaries are prohibited. Therefore unofficial self-organised meetings in camping places, hotels etc. are prohibited.

Reglas para los Estudiantes de intercambio

Los siguientes principios del intercambio Rotario deben ser obedecidos por todos los estudiantes de intercambio que se queden en Finlandia o Estonia.

Viajes al exterior

El estudiante de intercambio que esté hospedado en Finlandia no tiene permiso de viajar por sí solo- en ninguna circunstancia- a ningun otro país (incluyendo Estonia) fuera de Finlandia.  El estudiante de intercambio que este hospedado en Estonia no tiene permiso de viajar –en ninguna circumstancia- a otro país fuera (incluido Finlandia) fuera de Estonia.

Viajar por sí solo  al extranjero es siempre prohibido, así sea que el estudiante tenga amigos, otros estudiantes de intercambio o padres esperandolo en otro país.

Viajar al extranjero es permitido sólo si el estudiante va con otros Rotarios, con los adultos de la familia donde el estudiante se este hospedando, o con sus propios padres. Inclusive en estos casos las siguientes reglas deben ser cumplidas:

-          permiso escrito del presidente del club que recibe al estudiante, así como de su consejero

-          permiso escrito de la familia donde el estudiante se este hospedando

-          permiso escrito de los padres del estudiante, específicos para cada ocasión

-          permiso del colegio en caso que el paseo fuese a ser realizado en días de clases

-          permiso del chairman del distrito

Sin embargo, el estudiante puede atender a los paseos organizados por Rotary a San Petesburgo y al Eurotour sin los permisos mencionados.

Si el estudiante de intercambio quiere viajar fuera del país después que el intercambio haya terminado, el/ella puede hacerlo solo con los permisos mencionados y después de haber notificado claramente que el año de intercambio ha culminado. Así mismo, debe tambien presentar una nota escrita de parte de sus padres indicando claramente que el Rotary ya no se responsabiliza por la seguridad del estudiante. No es posible continuar con el intercambio despues de éste viaje.

Viajando dentro del país en que se esta hospedando

Viajar por sí solo durante los fines de semana es permitido sólo si se va a pasar las noches en familias rotarias o familias que hospeden a otros estudiantes de intercambio, lo cual debe ser informado con anterioridad (una semana aproximadamente). El estudiante debe obtener un permiso de la familia que le hospeda y notificar a la misma de donde se quedara durante la noche. El consejero del estudiante estudiará la situación con anterioridad.

Las reuniones (extra-oficiales) con otros estudiantes de intercambio en otras ciudades y sin rotarios son prohibidas, por lo tanto, reuniones organizadas por los estudiantes en lugares de campamento u hoteles (etc.) son prohibidas.

Viajar con la familia que hospeda al estudiante de intercambio es naturalmente permitido, igual que los paseos organizados por el Rotary como el de Laponia o los campamentos.
